Town permit exempt from 7 day wait?

Reading 11-47-35.2 which is the section dealing with the sale of rifles and shotguns, section (c) ends with: The provisions of this section shall not apply to full-time members of the state police, full-time members of city or town police departments, persons licensed under §§ 11-47-9 and 11-47-11, or to sales of air rifles or " BB guns" or to sales of antique firearms as defined in § 11-47-2.

Does this mean if you have a town permit under 11-47-11, you do not need to fill out the state form and wait 7 days? Federal 4473 and NICS check would still apply.

Yes, that is correct. Same applies to handguns per § 11-47-35.1.

You need to find a FFL who honors the town permits. All of the ones I have dealt with do (D&L, Heritage, Midstate).
