Relief from disqualifiers program (11-47-63)

During the 2014 session the Rhode Island General Assembly passed 11-47-63 that would allow mental health records to be submitted to NICS since the current law prohibited this. Part of the deal was that there would also be a "relief board" that would be appointed by the Governor that would consider petitions for relief from firearms possession and this board should have been created as of January 1st, 2015.
Per FixNICS, Rhode Island had submitted 108 records as of April 30th, 2015. I contacted the Governors office a week ago asking who was on the relief board, but I have not heard back from her office yet. One of our great supporters of gun rights at the State House confirmed that the board has not been set up yet although it is supposed to have been set up almost 8 months ago.
Does anyone know if anyone has been denied a firearm's transaction due to the new law and if they tried to seek relief from this board (that doesn't exist yet)?
