You can print the pages to a new PDF file, but it will still have some of the other stuff on the pages in it. Is that good enough?
You could copy the text into another document, but then you might lose the authenticity of it and it won't look real.

Excellent. I'd start handing a copy of it in with the completed application, if the applicant was trying to obtain a permit from a Town that was notorious for either not following the law or using excessive delays as a tactic.
