If I was talented enough to cast my own bullets I'd melt the recyclable brass down to jacket the lead bullets.

For now though, I'll stick to buying coated bullets.

I think you would need some pretty expensive equipment to do that.
There are actually some presses/dies you can swage .22lr cases to be the jacket of .223-.224 bullets. I looked into it a few years ago when it was nearly impossible to find .223 ammo, but I didn't do it.
